PINT 1,js/f SUBJECT: INDIAN RIVER COUNTY WATER <br />DISTRIBUTION SYSTEM <br />FROM: RONALD R: BROOKS <br />DESCRIPTION AND CONDITIONS <br />The South County Water Distribution System consists of the following <br />service area corridors: <br />1. U.S. #1 Corridor <br />2. Old Dixie Highway Corridor <br />3. 20th Avenue Corridor <br />4. Oslo Road/State Road 60 Corridor. <br />The looping of these corridors is essential to provide adequate system <br />pressure and flow, as well as provide alternative avenues of service when <br />water line failures occur or temporary line shut -offs are necessary. <br />In addition to the looping, major water line arteries are needed to provide <br />water service availability to heavily developed areas that presently do not <br />have water service. <br />Th -e Old Dixie and 20th Avenue corridors presently provide water to an <br />extensive service area. These corridors are presently serviced by only <br />eight inch lines and are interconnected with the water plant at only two <br />locations, Oslo Road and 12th Street. A line failure or shut off at these <br />two locations, particularly the Oslo Road connection, would create sig- <br />nificant water pressure and flow problems; and in some cases, temporary <br />loss of service. <br />The Utilities Department is initiating a program of looping the four <br />service corridors to provide improved water flow, alternate avenues of <br />service in the event of line failures or shut offs, and major arteries for <br />water service availability to heavily developed areas. The looping of the <br />Old Dixie and 20th Avenue corridors is critical due to the size of the <br />lines and the extensive population presently served. <br />A waterline is presently under construction by a developer at Old Dixie <br />and 2nd Street. The Utilities Department intends to continue the line to <br />20th Avenue and provide a much needed loop between the Old Dixie and 20th <br />Avenue service corridor as well as provide water service availability to <br />the heavily developed Indian River Heights Subdivision._ <br />An estimated cost for the construction is provided in Exhibit A. The <br />Construction costs will be covered by utilizing water impact fees. <br />RECOMMENDATION <br />Attached is an agreement for engineering services by Masteller and Moler <br />Associates, Inc. for the design, permitting and construction of an eight <br />inch water main for 2nd Street between Old Dixie Highway and 20th Avenue. <br />Staff recommends that the Honorable Board of County Commissioners authorize - <br />the Utility Department to pursue the construction of the 2nd Street water - <br />line; and further, authorize the Chairman of the Board to sign the attached <br />Agreement for engineering services in the design, permitting and con- <br />struction of the line. - <br />51 <br />®V 6 1985 aooK 62 PA,E 677 <br />
