NOV6 1985 BOOK 62 FADE 692 <br />believe that the classrooms are in that bad a condition; he also <br />felt the roof trusses are all right. The frame building in the <br />front, however, he felt should be torn down because it easily <br />could catch on fire and destroy the whole complex. <br />Commissioner Bowman believed that someone might want the <br />lumber from that building. <br />Discussion ensued as to the fact that there would be a <br />community center and a fire station, and also the fact that our <br />history with the Community Development Block Grant program has <br />not been good; the Administrator commented that it would be a <br />half a million dollar gamble for 120 days. <br />Commissioner Scurlock still felt the price per unit was <br />high, and Administrator Wright noted that the estimations <br />probably were high, and also it must be kept in mind that there <br />is no heat, no plumbing, no air, etc. <br />Leonard Edwards, Executive Director of the County Economic <br />Opportunities Council, next came before the Board and advised <br />that Mr. Tom Jordan, Bureau Chief for HHD (Department of Health <br />and Human Services), had assured him there was renovation money <br />available. Director Edwards explained that their original <br />proposal was for classrooms 6, 7, 8 and 9, and the reason for <br />this is that they are bussing almost 40 kids in from the North <br />County to Winter Beach. Mr. Edwards felt confident they could <br />get funded in March or April of 1986, but noted there are some <br />restrictions. The County would have to allow them to have a <br />lease for at least ten years; also all improvements that are made <br />initially will have to stand - no new stipulations could be <br />placed in there after they took possession of the building. <br />There would be bids for the necessary renovations, and they <br />requested around $68,000 which they thought was about what the <br />total renovation would require., <br />Administrator Wright clarified that the four classrooms the <br />E.O.C. is talking about are kind of in the center.
