�� OV 1985 BOOK 62 PAGE 694 <br />$1"2-15,000 and there also might be quite a bit to do with the <br />well. <br />Commissioner Bowman felt there is a septic tank there, but <br />Mr. Galanis advised that the septic tank primarily serves the old" <br />kitchen facility; the classrooms are connected to an old sewage <br />plant that has been inoperative for a long time. <br />Chairman Lyons emphasized that he wants to find a way to <br />have whoever is the tenant maintain that whole place and end up <br />with a community center for the Wabasso area, and he did not feel <br />this proposal will do that. <br />Commissioner Scurlock inquired who maintained the Winter <br />Beach School that Head Start now uses, and Director Edwards <br />advised that the E.O.C. maintains the interior and exterior of <br />the building, as well as the liability insurance, but the grounds <br />are maintained by the county. <br />Commissioner Bird felt it might be wise to allow both the <br />E.O.C. and the Housing Authority to pursue their grants. <br />Director Edwards pointed out that quite a few Head Start <br />Programs are in residential development projects, and stated he <br />would have no problem with the Housing Authority project if they <br />would be willing to have the Head Start Program. <br />Commissioner Bird asked if the E.O.C. would want to lease <br />everything except for the cafeteria, and Director Edwards said <br />that he had a problem being responsible for the whole complex. <br />They do not want the old frame building; they want the classrooms <br />in the center which are isolated from the rest of the building <br />and have private bathrooms. <br />Commissioner Scurlock expressed his belief that if Head <br />Start occupies this facility, they will have additional needs as <br />the years go by and eventually will take over the whole complex. <br />Reverend Cartwright next came before the Board to speak for <br />the Wabasso Civic League and stated he had the usual complaint; <br />they want to have a community building they can use, not just at <br />night but whenever they wish. He stressed that they have tried <br />68 <br />
