M M M <br />Commissioner Bowman stated that she would not like to see <br />the County tear down the frame building, but would like it to be <br />advertised to determine if anyone was interested either in moving <br />it or tearing it down. <br />Administrator Wright assured her that staff will advertise <br />before proceeding to tear it down. <br />Chairman Lyons asked what Head Start would have to have in <br />order to move ahead, and Director Edwards advised that they are <br />going to need a ten year lease before they can make an applica- <br />tion. Along with the site plan improvements that are needed, <br />there is a stipulation that whatever improvements are identified <br />initially are the ones that will be adhered to. No additional <br />improvements can be demanded after that. <br />Commissioner Bird asked if we can have a lease that will <br />stipulate that it will become void if the Program cannot get the <br />funds, and Director Edwards agreed that would be done. <br />Chairman Lyons felt the issue is what happens to the <br />community center. <br />Director Edward saw no problem with including what is needed <br />for that renovation in their application and if they have to <br />justify the usage of this area to Atlanta, they could state that <br />it would be used for parent meetings and graduations. <br />Administrator Wright inquired why they could not put their <br />kitchen in the cafeteria area, and Director Edwards explained <br />that if they did, their area would have to be partitioned off as <br />they cannot allow other people to use their kitchen area. <br />Chairman Lyons continued to emphasize that he wants whoever <br />takes this over to be in a position to assure that this building <br />will be maintained by some responsible party and still be avail- <br />able to the Civic League as the Civic League has indicated they <br />do not have the money. <br />Director Edwards.did not believe maintenance of the <br />cafeteria should amount to more than $3,000 a year and he felt <br />their agency would pick up the insurance.
