BOOK <br />ON.MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />(4-0) accepted the staff recommendation and <br />authorized them to move ahead with leasing a <br />temporary modular facility of approximately <br />30 beds to be located on the existing jail <br />site. <br />62 F-,,cr 706. <br />Administrator Wright requested that the Board authorize <br />staff to start negotiations with the architect. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />(4-0) authorized staff to negotiate with the <br />architect to begin design of the minimum <br />security facility. <br />Circuit Judge Charles Smith came before the Board to discuss <br />the Consent Order proposed by the Department of Corrections and <br />reported that he tried to reach Attorney Vitunac earlier re the <br />wording in Paragraph 2 in the Stipulation, i.e., "The 'Fast -Track <br />Committee' shall meet on an as needed basis, during the interim <br />period and until the new Indian River County Jail is fully <br />operational, to determine and direct which inmates, if any, must <br />be released under the terms of this agreement......." Judge <br />Smith suggested this be changed to read "determine and recommend <br />to the presiding judge which inmates, if any, must be released or <br />transferred to another program." He clarified that presiding <br />judge would refer to the judge who sentenced that particular <br />criminal, and Judge Vocelle explained that some inmates can be <br />released to work programs, etc., rather than actually released; <br />he commended the Board for appointing a County Probation Officer. <br />Attorney Vitunac stated that he had not realized the Judges <br />wanted the final say, but he would be glad to make that change. <br />80 <br />
