Judge Vocelle suggested that the jail be referred to as a <br />detention facility throughout the Order, and this was agreed. <br />Attorney Vitunac stated that he would like to make the <br />recommended changes, send the Order back to the D.O.C. for <br />approval, and then to Judge Vocelle upon its return. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0) <br />authorized the Chairman to sign the said Consent <br />Order after being approved by the D.O.C. with'the <br />above corrections and returned. <br />Commissioner Bird asked if the additional correctional <br />officers who are going to be hired will be hired on an interim <br />basis and this will not result in full time positions. <br />Administrator Wright explained that we are presently at the <br />staffing level that we need to go into the new jail, excluding a <br />couple of transportation officers. What we are talking about is <br />five people, and it is hard enough to hire jailers without <br />telling them they will be there only a year; he believed <br />attrition will take care of this situation in any event. <br />Commissioner Bird inquired about the meaning of <br />"non -sentenced" felons, and Judge Smith explained that while <br />these people may have been arrested, an information may not even <br />have been filed. Once you are arrested, the State's Attorney's <br />office has seven to ten days to file anyinformation, and these <br />people are awaiting trial. <br />Commissioner Bird asked if there is any way to help expedite <br />this procedure. <br />Judge Vocelle explained that he handles the felonies the <br />first two weeks of each month and Judge Smith handles the last <br />two weeks. It is necessary to order a pre -sentence investiga- <br />tion before they sentence a defendant. They try to expedite the <br />PSI for those already in jail, and they are sentenced first.
