GouletJ� Winter Beach Memo <br />Staff Planner, Long -Range Planning JEFF <br />It is requested that the data herein presente.ebe given formal <br />consideration by the Board - of County Commissioners at their <br />regular meeting of November 13, 1985. <br />DESCRIPTION & CONDITIONS <br />The Planning Department has prepared a Small Area Plan and <br />Precise Land Use Map for the Winter -Beach Area. <br />This plan was prepared after the staff met with the Winter Beach <br />Progressive League over a period of five months in order to <br />assess the needs of the area. During this time, staff conducted <br />a detailed land use study of the Winter Beach area identifying <br />conflicts between the existing land use, the existing zoning, and <br />the Comprehensive Plan policies for regulating the development of <br />lands in MXD areas. Based on this detailed analysis and the <br />community's concerns, the staff developed a plan for the future <br />development of this area. <br />On September 24, 1985, the Winter Beach Progressive League voted <br />unanimously in favor of endorsing the plan and the accompanying <br />map. <br />The Planning and Zoning Commission held a public hearing in <br />regards to the Winter Beach Plan on October 10, 1985. Many <br />residents and property owners came forward and made their con- <br />cerns known. The more specific concerns are briefly outlined as <br />follows: <br />1. Mr. and Mrs. Amos Simmons, owners of the Winter Beach <br />Mobile Home Park located on the east side of U.S. #1 and <br />south of North Winter Beach Road, wanted to know how the <br />plan would affect their property. Currently, the Mobile <br />Home Park is zoned C-lA, Restricted Commercial District, <br />which makes the Mobile Home Park a non-cpnforming use. <br />The Land Use Plan designates the property as LD -1, <br />Low -Density 1 (up to 3 units/acre). Rezoning this <br />property in conformance with the LD -1 land use <br />designation would still render the property non- <br />conforming. <br />18 <br />
