Under discussion, Commissioner Wodtke understood that the <br />Motion was made with the understanding that phasing, indeed, is <br />allowed. <br />Commissioner Bowman asked how sewage could be phased in for <br />22 units, and Commissioner Scurlock explained that they would go <br />ahead and build the actual plant to service the 59 units at <br />build -out and put in the collection system for only 22 units. <br />Commissioner Wodtke stressed that if the Clarks agree to <br />this today and it happens that the Board terminates their site <br />plan at the public hearing in six months, they might argue that <br />they have spent a lot of money in the interim. <br />Mr. Carter stated he had no other alternative than to agree <br />to it because he is at the mercy of the Commission, but <br />Commissioner Bird interjected that he felt the Board has been <br />rather lenient. <br />Commissioner Bowman did not feel they were doing the Clarks <br />any favors by allowing them to go on, because she did not think <br />they would be able to get tenants at the price it is going to <br />cost to live in this park. She just believed the whole thing was <br />unfeasible. <br />Commissioner Bird felt that the bottom line of the intent of <br />his Motion is that within 6 months, someone should be able to <br />move in and occupy one of the lots in Phase I and that everything <br />should be in place for that to occur. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
