RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the fol- <br />lowing items: <br />1. Letters of Conditions from Farmers Home Administration; <br />2. Contract for engineering services between Indian River County and <br />Masteller and Moler Associates, Inc.; <br />3. Authorize the engineers to proceed with the design of the revised <br />Gifford Wastewater Project. <br />Commissioner Scurlock expressed his gratitude to the Gifford <br />community for not only supporting the program but expanding the <br />program to another $1 -million of improvements. He commended <br />Ralph Lundy for his outstanding efforts in presenting the program <br />to the community. <br />Director Pinto advised that we are now at the point for the <br />Board of County Commissioners to give their approval by <br />authorizing staff to go into final commitment with FmHA and sign <br />the engineering contracts. He explained FmHA has required the <br />County to enter into an agreement with one basic engineering firm <br />and then any other necessary engineering would come under that <br />one contract. He recalled that sometime back we retained the <br />services of Masteller & Moler Associates and Camp Dresser McKee, <br />Inc. to do this type of work for us. Staff is recommending that <br />we retain the services of Camp Dresser McKee for their expertise <br />in effluent disposal. Their contract actually would be <br />subcontracted under Masteller & Moler, but the fees would be <br />determined on the curve set by FmHA, which is far lower than the <br />curve normally used by engineers. <br />Director Pinto advised that the FmHA is going to allow us to <br />go in and repave any roads which have to be disturbed during <br />construction, but only to the extent they were before <br />construction. In conjunction with our road department, however, <br />they <br />have agreed <br />to <br />allow <br />us to <br />bring those roads <br />up to a point <br />where <br />they could <br />be <br />paved. <br />We <br />are estimating that <br />$1 -million <br />45 <br />NOV 1 1985 BOOK PacE 753 <br />
