He noted that this project would <br />use up the remaining monies committed by FmHA at 5%. <br />Commissioner Scurlock pointed out that the project does not <br />include the 46 customers in the South Gifford Road area because <br />it just is not cost feasible to bring the service to that area. <br />Director Pinto explained that FmHA provides two loan <br />programs for people who will experience difficulty in paying the <br />impact fees and who meet the criteria. <br />Commissioner Scurlock recommended adding one more position <br />in the Utilities Department, when the program gets to that point, <br />to process applications for participation in the FmHA loan <br />programs. <br />Director Pinto also wanted to look at a County 10 -year <br />assessment period for people who do not qualify for the FmHA <br />programs. <br />Commissioner Wodtke wanted it made clear that we are not <br />building this system to serve the proposed Grand Harbor <br />development, that it is being constructed to serve the Gifford <br />area. <br />Director Pinto explained that FmHA does not do this for <br />undeveloped areas, only those rural developments which meet the <br />requirements. He stressed that the actual service area for the <br />water shed is much larger than the Gifford project service area <br />funded by the FmHA, and probably would service the hospital node <br />at sometime in the future. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />the Letters of Conditions from Farmers Home <br />Administration and authorized the Chairman's <br />signature. <br />46 <br />
