All of the property proposed for inclusion in the node is cur- <br />rently zoned C-lA, Restricted Commercial District. The proposed <br />node boundary encompasses blocks 56 and 57 of Unit Six of The <br />Moorings, following the property boundaries and the C-lA Zoning <br />district boundaries. <br />Existing Land Use Pattern <br />The area surrounding the node area is predominantly residential. <br />There are single-family residences and condominiums ,located to <br />the east, north, and west of the node's general location. Vacant <br />land is located to the south of the node. <br />Within the node's proposed boundary, there is a sales office for <br />The Moorings Development Corporation located on the corner of <br />Windward Way and A -1-A on Lot 56. There is a Savings and Loan <br />Institution currently being constructed on the corner of Windward <br />Way and A -1-A on Lot 57. The Savings and Loan is the first phase <br />of "The Trellises" commercial center being developed by. The <br />Moorings Development Corporation. The proposed site plan <br />includes a small grocery and drug store, specialty retail shops, <br />and offices. This commercial center should adequately serve the <br />residents in the south beach area. <br />Transportation System <br />The Moorings Commercial node has primary access on Highway A -1-A <br />(designated as an arterial on the County's* Thoroughfare Plan.) <br />The node also has secondary access from Spyglass Lane, Windward <br />Way, Bowline Drive, and Mooring Line Drive. <br />Environment <br />The node area is not designated as environmentally sensitive, but <br />it is located in the 100 year flood plain (designated as Zone <br />A-10 on the Flood Insurance Rate Map). <br />Utilities <br />Water and sewer facilities are available in the area at the <br />present time. <br />RECOMMENDATION <br />Based on the above analysis, and the Planning and Zoning <br />Commission's recommendation, staff recommends that the proposed <br />boundaries of the ten (10) acre commercial node located on A -1-A <br />in The Moorings Development project be adopted by the Board of <br />County Commissioners. <br />DESCRIPTION OF THE MOORINGS COMMERCIAL NODE <br />THE MOORINGS COMMERCIAL NODE IS LOCATED ON THE WEST SIDS OF <br />STATE ROUTE A -1-A. IT IS COMPRISED OF LOTS 56 AND 57 OF THE <br />MOORINGS DEVELOPMENT AND THAT PART OF THE WINDWARD WAY <br />RIGHT-OF-WAY THAT CONNECTS THE TWO LOTS. ALL LYING IN <br />SECTION 27, TOWNSHIP 33S, RANGE 40E, OF INDIAN RIVER COUNTY,. <br />FLORIDA. <br />CONTAINING 10 ACRES, MORE OR LESS. <br />27 <br />BOOK <br />62 FACE 7,93 <br />
