Roseland, staff feels that the minimum lot width should accommo- <br />date these narrow properties along the Sebastian River. The <br />Roseland Property Owners Association has recommended that the <br />minimum lot width in the RS -1 district be reduced to 125 feet. <br />If the minimum lot width is reduced, the staff feels that the <br />minimum lot size should be increased to 40,000 square feet in <br />order to maintain the one unit per acre density limitation in the <br />RS -1 district. <br />The yard setback requirements in the RS -1 district have caused <br />hardships to individuals attempting to build houses on lots that <br />were platted under different zoning regulations. Many of the <br />lots in the Roseland area which are zoned RS -1 were platted when <br />the land was zoned R-1. The R-1 district required 20 foot front <br />and rear yards and 10 foot sideyards which are significantly <br />less than the RS -1 regulations. Variances have been granted for <br />two lots to vary the frontyard setback to 30 feet and to vary the <br />sideyard setback to 20 feet. Staff feels that a 30 foot <br />frontyard and 20 foot sideyard setback together with the existing <br />30 foot rearyard setback would be reasonable. These setbacks <br />would reduce the number of lots which cannot meet the current <br />setback requirements but are stricter than the RS -3 setbacks. <br />The new mobile home zoning districts were designed to regulate <br />new mobile home subdivision developments. The setbacks in these <br />districts were, therefore, based on regulating subdivisions and <br />not mobile home parks. However, these new districts replaced <br />four old mobile home zoning districts which included mobile home <br />park districts. The old R-1MP, Mobile Home Park District, had a <br />flexible side yard requirement that required 20 feet of space <br />between living spaces and 10 feet between accessory structures. <br />The new RMH-6 and RMH-8 districts require 20 feet between living <br />structures and 20 feet between accessory structures. The effect <br />of these new regulations are that many accessory structures are <br />now non -conforming and many individuals in mobile home parks <br />cannot add an accessory structure because of the new setback <br />requirements.
