A portion of the mainte- <br />nance staff should also be employed <br />by this date. <br />Nov. 1 Depending on the management decision <br />by the Commission, the golf course <br />manager/pro is employed. <br />Jan. 1, 1987 First day of play. <br />It will be very difficult to make a decision on the size <br />and operation of the clubhouse until the County receives the <br />course construction bids. Although $250,000 is allocated for <br />the building, this amount may need to be reduced if bids for <br />other aspects of the project exceed the budgeted amount. <br />There are at least four options the County can consider <br />for the operation of the golf course and/or clubhouse. They <br />are: <br />A) Lease out on a long term basis the total operation <br />of the golf course and clubhouse. At least two manage- <br />ment companies have tentatively indicated they might <br />be willing to enter into an arrangement with the <br />County. <br />B) Build the -club house and lease it out to a third party. <br />The County would maintain and operate the golf course. <br />C) Build the clubhouse and operate the facility as a <br />County department. <br />D)' Enter into a ground lease with a third party to build <br />and operate the clubhouse. <br />In order to meet the February 5th deadline, it is recom- <br />mended the County pursue its available options by' advertising <br />for an architect t -o design the structural items not included <br />in the golf course architect's contract. If the County subse- <br />quently chooses to build a clubhouse, this architect would <br />also be responsible for its design. <br />It is also recommended the County advertise for responsible <br />parties who might be interested in operating the golf course <br />and/or clubhouse on a lease basis. <br />If you require additional information, please advise. <br />Chairman Lyons believed we are going to have to look at what <br />we are going to do with the clubhouse. <br />Commissioner Scurlock advised that the main problem that has <br />arisen is whether we will reserve that land for irrigation or <br />well source; he believed this is up in the air. <br />Administrator Wright advised that the financial commitment <br />is basically the same, but the source may not be the same; we are <br />receiving bids for the financing of the golf course, and he felt <br />strongly we need to award the bids prior to December 31st.
