D E C 18 1985 <br />max 63 f -Aa <br />J. <br />explained that if we close after that, we may be subject to the <br />new provision that says you can't use but 100 of tax free money <br />for private enterprise, which would preclude us from going to any <br />type of lease situation. The Administrator noted that we don't <br />have another Commission meeting before January, and he, there- <br />fore, would like to recommend that the Board authorize a <br />negotiating committee made up of Commissioner Scurlock, Inter- <br />governmental Relations Director Thomas, and OMB Director Joe <br />Baird, to work with the financial underwriter and commit the <br />County to the bond issue within certain acceptable limits. The <br />alternative would be to bring a recommendation to a Special <br />Meeting. _ <br />Commissioner Bird expressed his willingness to entrust this <br />to those named, and the Chairman concurred. <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />authorized the Chairman of the Finance Committee <br />and staff and the M.G.Lewis representative to <br />negotiate a bond issue within the known guidelines <br />of the financial needs of the county and authorized <br />the Chairman to sign any necessary documents subject <br />to approval by the County Attorney. <br />TENTATIVE APPROVAL - MINIMUM SECURITY FACILITY <br />The Board reviewed memo from General Service Director Dean: <br />118 <br />W W W <br />
