inquired where the prisoners eat and was informed that they will <br />eat in their cells, which is a different set up than in the <br />maximum security facility <br />Commissioner Bird inquired about air conditioning and was <br />advised that only the living space will be air conditioned. The <br />shower and laundry areas will be heated and ventilated, and the <br />storage area ventilated. <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />granted tentative design approval of the <br />proposed minimum security facility and author- <br />ized submission of said design to the DOC for <br />approval. <br />Discussion ensued regarding financing of this facility, <br />which was estimated to cost approximately $80.00 a sq. ft. <br />Chairman Lyons emphasized that he would like to get this facility <br />completed at the same time as the first phase, but wondered how <br />we go about getting a decent bid from the existing contractor who <br />is already mobilized'on the site. <br />Commissioner Scurlock believed that construction costs in <br />this county will be much more competitive than they were before <br />as things are pretty slow now. <br />Mr. Bail advised that he would like to have an independent <br />cost estimator make a detailed estimate when their plans are <br />completed so we can have a comparison, and the County could go <br />either on a negotiated lump sum contract or a negotiated cost <br />plus fixed fee with a fixed maximum. If the latter course is <br />followed, then the estimates which each sub prepares would be <br />available for the County to examine and compare with the <br />estimates we have prepared.
