M <br />� � r <br />SEWER FACILITY FOR THE FAIRGROUNDS <br />Administrator Wright reported that sometime ago we had a <br />problem with the carnival people dumping sewage on the ground at <br />the fairgrounds site, and the Board asked staff to come up with a <br />solution. Our engineer has designed a small system that can <br />accommodate this particular need - basically a collection system <br />and two holding tanks, which will cost about $6-8,000. This <br />system will not provide for long term occupancy. Parks and <br />Recreation has agreed to lend money to the Fairgrounds to <br />construct this. <br />Commissioner Scurlock expressed concern that we don't end up <br />with what amounts to a mobile home park at that site. He <br />expected that facility will be continuously expanding and in <br />operation almost year round with the various events, and he did <br />not want to have an individual who possibly could attach himself <br />to these various activities, selling sun glasses, etc., who would <br />stay there year round. <br />Commissioner Bird noted that as the Fairgrounds is used <br />more, these will be occupied more, and he agreed we will have to <br />be sure that it is on a transient basis. The immediate need, <br />however, is to find a safe way for the Daeggler people to make <br />use of the site. In February we will have the Regional Surf <br />Casting meet and then monthly events for mud bogging and <br />go-carts. Commissioner Bird believed initially there will be <br />thirty or so hookups. <br />Utilities Director Pinto pointed out that the proposed <br />facility is not a temporary one; it is one phase of a permanent <br />facility. <br />Commissioner Bird reported that the Parks & Recreation <br />Committee agreed that we could take $6-8000 out of the P 8 R <br />capital improvements funds and loan it to the Fairgrounds <br />Authority, the idea being that we will ask Daeggler Amusements <br />and the Firefighters for some money to offset this.
