0 <br />Transportation System <br />BOOK ME J <br />The subject property is in the Indian River Boulevard Corridor, <br />but does not currently have direct access to a County road. The <br />maximum development of the subject property could generate up to <br />609 average annual daily trips. <br />Environment <br />The Comprehensive Plan designates 7.5 acres of the subject <br />property as environmentally sensitive. The applicant intends to <br />leave this property undeveloped and transfer the density of one <br />unit/acre (7 units) to the upland area of the subject property. <br />All of the subject property is in an A-10 flood hazard zone which <br />includes areas within the 100 year flood plain. Flood elevations <br />range from elevation 6 at the west end of the upland property to <br />elevation 8'at the east end of the environmentally sensitive <br />land. <br />Utilities <br />Water facilities are generally available in this area. The <br />developer will have to extend a water main to the -property to be <br />served. County wastewater facilities are not currently avail- <br />able. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Chief Planner Shearer noted that this is a long strip which <br />runs east and west and is adjacent to the river. The property is <br />split with the majority being MD -2 and approximately 7.5 acres <br />being designated environmentally sensitive. The environmentally <br />sensitive land would be allowed to develop at a maximum of one <br />unit per acre, and it is proposed all that density be transferred <br />to the upland property. Staff feels this would be a natural <br />expansion of the RM -10 zoning which is west and south of the <br />subject property. <br />Commissioner Scurlock inquired about the statement that <br />water facilities are "generally available." He felt either the <br />water is available or it isn't. <br />Administrator Wright clarified that there is plenty of plant <br />capacity, but the developer will have to extend the lines. <br />Commissioner Bowman wished to know why the 7.5 acres of <br />environmentally sensitive land is included in the rezoning and <br />not just the remaining acreage as she felt it is a mistake to <br />rezone environmentally sensitive lands. <br />30 <br />
