Melsom Garavaglia Memo <br />Staff Planner, Lona -Ranee Planning ROB2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of December 18, 1985. <br />DESCRIPTION & CONDITIONS <br />Michael J. Garavaglia; an agent for Robert and Steven L. Barnett, <br />the owners, is requesting to rezone 2.17 acres located west of <br />U.S. Highway #1, east of the Florida East Coast Railroad <br />Right -of -Way, and south of 10th Street from M-1, Restricted <br />Industrial District, to CH, Heavy Commercial District. <br />The owner intends to develop this property for the sale of new <br />and previously owned automobiles. <br />On November 14, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />Approximately, .23 acres of the subject property has been devel- <br />oped as a used car lot, and 1.94 acres contain an oil and gas <br />company. East of the subject property across U.S. Highway #1, <br />the predominant land use is commercial. A field survey conducted <br />by the staff identified the following commercial uses: Budget <br />Rent a Car, Cash Insurance, Janie Dean Chevrolet, AMC, and <br />Vatland Ford Automobile dealerships zoned C-1, Commercial Dis- <br />trict. The predominant land use south of the subject property is <br />commercial; the following commercial uses were identified: <br />Leighton Groves, a Greyhound Bus terminal, and a Phillips 66 <br />Service Station zoned M-1, Restricted Industrial District. The <br />predominant land use west of the subject property is industrial <br />with the following uses identified: Knight and Mathis Machine <br />Shop and R & J Crane Service, zoned M-1. North of the subject <br />property, the predominant land use is commercial; the following <br />uses have been identified: A.C. Transmission Repair, Steil <br />Service Station, Delta Plaza, Wholesale Plumbing and Supply <br />Company, and Babcock Building Supply Warehouse zoned M-1. <br />35 <br />DEC 18 1985 Book fare 30 <br />
