DEC ib BooK G, <br />Gf b , <br />Fr ry <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property as <br />Mixed -Use District, a land use designation which allows commer- <br />cial zoning. The Comprehensive Plan states: <br />"The County shall encourage, where appropriate, <br />redevelopment in accordance with the dominant land use and <br />the health, safety and welfare of area residents. Permitted <br />uses include residential development, commercial and <br />industrial uses." <br />I. <br />The field survey conducted by the staff determined that the <br />predominant land use pattern is Commercial. Therefore, the <br />proposed Heavy Commercial (CH) zoning is in conformance with the <br />MXD land use designation. Moreover, staff feels that much of the <br />land north and south of the subject property will be assigned to <br />the CH' zoning district when the County converts the existing <br />nonresidential zoning districts to the new nonresidential dis- <br />tricts. <br />Transportation System <br />The subject property has primary access to U.S. Highway #1 <br />(classified as an arterial on the Thoroughfare Plan). The <br />maximum development of the subject property under CH zoning could <br />attract up to 1,057 average annual daily trips (AADT). The <br />existing traffic count for this section of 'U.S. Highway #1 is <br />25,200 vehicles per day, which is a level -of -service "C". The <br />proposed development will not decrease the existing lev- <br />el -of -service "C". <br />Environment <br />The subject property is not designated environmentally sensitive <br />nor is it in a flood -prone area. <br />Utilities <br />Neither County sewer nor water is available to the subject <br />property at the present time. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Commissioner Bowman inquired what the land is on the east <br />side of the "V" on the map, and was informed that it is occupied <br />by Fast Lane Toys, an automobile ownership. <br />The Chairman asked if anyone present wished to be heard. <br />Michael Garavaglia, agent for Robert and Steven Barnett, <br />owners, stated that they concurred with the staff recommendation. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />closed the public hearing. <br />K%1 <br />
