DEC 19 1995 BOOK 63 P.iCE 70 <br />[*Note: recommended condition #4 would negate these items; all <br />lots would have a minimum width of 55 feet and all residences <br />would have a minimum separation of 20 feet] <br />CONCLUSION: <br />It is staff's opinion that several conditions should be., <br />attached to the proposed plan in accordance with PRD ordinance <br />criteria for reviewing modified lot and building configu- <br />rations. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant <br />conceptual PRD special exception approval to the project <br />subject to .the following conditions: <br />1) Water and wastewater service must be provided to the site <br />(that is, in place or committed prior to final PRD plan <br />approval); <br />2) Funds (amounts to be determined at a later date by Public <br />Works) shall be escrowed prior to final PRD plan approval <br />for an eight foot wide bikepath and three-laning along the <br />project's S.R. A -1-A frontage; <br />3) The County's water access requirement shall be satisfied <br />prior to final PRD plan approval; (via dedication of an <br />easement or dedication of the fair market value of such an <br />easement) ; <br />4) The riverfront lots shall have a minimum width of 55 feet <br />and riverfront residences shall have a minimum separation <br />of 20 feet [thus the total number of lots will be less <br />than proposed]; <br />5) The zero lot -line wall of residences shall have no <br />openings in the bottom six feet of the wall; <br />6) A minimum of three trees meeting the standards of the <br />Landscaping Ordinance (84-47) shall be planted on each lot <br />prior to the issuance of a certificate of occupancy for <br />any residence; and <br />7) The docking facilities shown on the conceptual plan are <br />not hereby approved. Review and consideration of docking <br />facilities shall occur during the preliminary PRD plan <br />approval process. <br />Planner Boling commented that the plan applicant actually <br />submitted differentiated between lots back away from the river <br />and the lots along the river, with the lots along the river being <br />45' wide. Planner Boling then presented slides showing what this <br />plan would look like if it met all seven conditions proposed by <br />staff and the Planning 8 Zoning Commission, in which all the lots <br />would be a minimum of 55' wide, and informed the Board that a <br />total of 48 lots could be attained with those conditions. <br />70 <br />M M M <br />
