8) Traffic Circulation: lots are to be served by four <br />private cul-de-sac roads. The east -west entrance <br />road off of S.R. A -1-A is to be aligned with Tamrich <br />Road. The project proposes to escrow funds to <br />construct an eight foot bikepath along S.R. A -1-A, <br />and to escrow funds for three-laning improvements <br />along S.R. A -1-A, prior to final PRD plan approval. <br />9) Drainage Plan: the conceptual drainage plan includes <br />the use of exfiltration trenches within the proposed <br />right-of-way, sodded swales, and a stormwater manage- <br />ment tract adjacent to S.R. A -1-A. The County <br />Engineer has approved the conceptual drainage plan <br />lay -out. <br />10) Utilities: the City of Vero Beach has verified that <br />water and wastewater services are available for the <br />project. <br />11) Recreational Areas: the PRD recreational area <br />requirements would be exceeded by the project, which <br />proposes to utilize an existing impoundment dike as <br />a jogging trail. Also, a Tract "B" area located in <br />the uplands portion of the project is to be used for <br />passive recreation. The applicant would also apply <br />for a permit to build approximately 20 boat slips as <br />a common docking facility in the river. The appli- <br />cant is aware that the County, St. Johns River Water <br />Management District, D.N.R., and the Army Corps of <br />Engineers must approve and permit any docking struc- <br />ture. The applicant is also aware that any concept- <br />ual PRD plan approval cannot be construed to mean <br />approval of the proposed docking facilities. <br />12) Environmentally Sensitive Areas: by future deed <br />restrictions and plat dedication language, no <br />residences or permanent structures are to be con- <br />structed in the environmentally sensitive area, <br />except for a 6' wide elevated wooden walkway that is <br />to connect the passive recreation tract to the <br />proposed docking facilities. A sealed environmental <br />survey that delineates the environmentally sensitive <br />areas has been submitted and approved by the <br />Environmental Planner.
