DEC 18 1985 BOOK <br />At its regular meeting of November 21, 1985, the Planning and <br />Zoning Commission voted unanimously to recommend to the Board <br />of County Commissioners that the proposed conceptual PRD plan <br />be granted conceptual PRD special exception approval, subject <br />to the seven conditions described in the recommendation <br />appearing at the end of this report. The applicant's agent; -- <br />Darrell McQueen, stated at the November 21st meeting that the <br />owner was in agreement with all of the conditions. Mr. McQueen <br />further stated that the end result of the conditions would be <br />to allow a maximum of 47 units on the entire project, thus <br />actually allowing a potential density transfer of five units <br />from the wetlands to the uplands portion of the project. <br />ALTERNATIVES AND ANALYSIS: <br />The following is an analysis of the conceptual PRD.plan. <br />1) Size of property: ± 24 acres total <br />± 14 acres uplands <br />± 10 acres wetlands <br />2) Zoning Classification: RS -3, Residential Single Fam- <br />ily up to 3 units/acre <br />3) Land Use Designation: LD -1, Low Density Residential <br />up to 3 units/acre(uplands <br />acreage); and RR -2, Rural <br />Residential up to 1 unit/acre <br />(wetlands acreage) <br />4) Proposed Building Density: <br />[Possible future densities: <br />5) Surrounding Land Uses: <br />North: Vacant <br />South: Vacant <br />total project: 1.75 <br />uplands: 3.0 units/acre <br />total project: 2.17 <br />units/acre or 1.96 <br />units/acre with the <br />recommended conditions <br />upland: 3.7 <br />units/acre or 3.36 <br />units/acre with <br />the recommended <br />conditions <br />East: Genesea and Surf Colony single <br />family subdivisions at a density <br />of 1.67 units/acre <br />West: Indian River <br />6) Landscaping and Buffering: the RS -3 minimum open <br />space requirements would be satisfied. No landscape <br />ordinance (84-47) requirements are mandated to apply <br />to single family homes; however, landscaped berms are <br />proposed along the project's S.R. A -1-A frontage, and <br />the project's northern boundary and southern boundary <br />of the uplands portion. <br />7) Unit floor area: minimum of 1,500 sq. ft. <br />68 <br />
