Existing Land Use Pattern <br />All of the existing commercial and industrial uses in the general <br />area of the node are included within the proposed node boundary. <br />These existing commercial uses include Wayfara Travel Center <br />(Gulf Service Station and Dairy Queen) and the Sebastian Lakes <br />Sales Center. In addition, the node boundary includes the He -Era <br />Corporation property. <br />The node is surrounded by undeveloped land to the north, south, <br />east,_ and w(kst. <br />Future Land Use <br />All of the nodes are generally described in the Comprehensive <br />Plan. The I-95/C.R. 512 node is described as: <br />"This is a commercial/industrial node containing 240 acres." <br />The proposed node boundary includes commercial property on the <br />north and south side of County Road 512, and Hetra Corporation's <br />property to the east of Interstate 95. The general area of the <br />node will concentrate future commercial and industrial uses <br />around the I-95, County Road 512 interchange. <br />It is the staff's position that the impact any new commercial <br />development will have on future residential uses adjacent to the <br />node will be lessened due to the adoption of new dimensional and <br />bufferyard requirements for commercial uses. <br />In most instances, the proposed node boundary follows existing <br />property boundaries. The proposed node boundary does transect <br />two existing property lines. These parcels are rather large, and <br />transecting them with the proposed node boundary will allow the <br />property owners to develop a portion of their property for <br />commercial use. <br />Physical Considerations <br />The slope of the land in the node is from 2 to 4 % with <br />elevations range from 21' to 25' mean sea -level. <br />The soils in the node possess the following characteristics: poor <br />compaction, poor shrink swell potential and are poorly drained. <br />The aforementioned physical features indicate poor development <br />potential. <br />Environment <br />The node area is not designated as environmentally sensitive, nor <br />is it located on the sandridge or ten -mile ridge aquifer recharge <br />area. However, approximately 60 % of the land 'in the node is <br />located in the 100 year flood -plain as depicted on the Flood <br />Insurance Rate Map for the area. <br />Access to the Transportation Network <br />All of the parcels of land located in the I-95/C.R. 512 <br />commercial/industrial node have either primary or secondary <br />access to County Road 512 (designated as an Arterial on the <br />Thoroughfare Plan). The existing interchange at County Road 512 <br />and I-95 provides access to the major north -south transportation <br />system for the State of Florida, for all of the parcels in the <br />node. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends the proposed <br />boundary of the I-95/C.R. 512 Commercial/Industrial node to the <br />Board of County Commissioners for approval. <br />31 <br />JAN 15 1986 BOOK 63 pnljr- 272 <br />
