With this information, RS&H feels they c5n <br />safely provide a guaranteed maximum cost figure which would be <br />subject to reduction when they get the final quotes based on the <br />final plans. It would be possible to negotiate a contract with <br />them at that time based on a negotiated fee and overhead cost, <br />and they then could proceed with starting certain parts of the <br />work, for instance, foundations. It would take them about two <br />weeks to prepare their cost estimate. Mr. Bail continued that <br />they could also get the security contractor started on shop <br />drawings, which is a big holdup because these have to be prepared <br />before the foundations can go too far. With this process it <br />would be possible to speed up the time schedule by a couple of <br />months and bring completion very close to the completion of the <br />original jail. <br />As a further precaution, Mr. Bail recommended the Board <br />authorize a private cost estimating consulting firm to make a <br />separate estimate at the same time RS&H prepares theirs so we can <br />check on the costs. He advised that there are a number of firms <br />in this business, and he talked to one just to get an idea of <br />what the cost would be. This is a firm out of Illinois which is <br />presently estimating a jail his company is designing in conjunc- <br />tion with a Tampa firm, and they said they could prepare such an <br />estimate based on these preliminary documents in two weeks' time <br />at a cost of $3,700. �lf the Board likes this idea, it could be <br />handled as a lump sum change order to the present contract with <br />the stipulation that the cost would be adjusted downward as plans <br />are finalized. <br />Chairman Scurlock asked what the inducement would be for a <br />supplier to tell a consulting firm who checks on a price what <br />their lowest and best bid would be if they know this is going to <br />a specific contractor. <br />Mr. Bail doubted the estimator would be talking to the same <br />suppliers; -the one he is talking about is a national firm. <br />69 <br />JAN 15 1986 ray 63 <br />
