- M M <br />Administrator Wright advised that the above_is by no means <br />all the projects, and he did believe we have more than we can do <br />on a timely basis. He wished the Board to be aware of all that <br />is going on. <br />Commissioner Lyons commented that he did not see anything <br />with reference to the bridges we are going to have to replace, <br />and the Administrator noted that is in the future a bit. <br />Chairman Scurlock expressed concern that he sees effort put <br />into some things that are not what he considers absolutely <br />essential to the County, i.e., roads and bridges. He did not <br />feel we should be delaying day to day needs for things that are - <br />nice to have but not essential such as the many Parks and <br />Recreation items listed. <br />Commissioner Bird pointed out that, in that case, at budget <br />time Parks & Recreation will have to plan to go outside for <br />engineering help as this is a basic need if we are to build <br />parks, etc. He noted that the reason some of this engineering <br />work on the golf course, etc., is being done in-house is simply <br />to save money. They will have to have more money allocated to <br />Recreation if this has to be done elsewhere. <br />The Chairman noted that we could have less recreation, but <br />Commissioner Bird did not believe that is the indication we have <br />received from the community. <br />Chairman Scurlock stated that his problem with the golf <br />course and the fairgrounds is that there is no contribution back <br />to the General Fund. We make a commitment at budget time for a <br />certain amount for recreation to be paid for out of the General <br />Fund, and he is not even sure he agrees with this. He is for <br />user fees as much as possible and until we get that, he does not <br />see pumping large amounts of dollars out of the General Fund <br />which are kind of hidden. When we do something in-house, such as <br />the golf course, it does save money, but it diverts people from <br />other activities and the cost of their services doesn't get paid <br />back unless possibly it can be paid back out of the bond <br />75 <br />JAN 15 1986' eooK 63 �t,c� <br />
