He <br />felt we weren't going to use tax dollars to subsidize the golf <br />course. <br />Commissioner Bird believed this could be paid back. As far <br />as the fairgrounds are concerned, he believed the Firefighters <br />still have in escrow about $25,000 from last year that they are <br />going to put in capital improvements at the fairgrounds, and they <br />will add at least that much this year. There are three events <br />scheduled in the next few months, and he did believe the <br />fairgrounds will become self-supporting, but it will need some <br />seed money to get started. Commissioner Bird stated that he does <br />not believe we have spent large amounts of money anywhere in <br />recreation. <br />Chairman Scurlock believed we have been spending thousands <br />on the fairgrounds - the preparation of the site and the sewer <br />disposal system that is going in. He continued to emphasize that <br />essential services are more important and noted that there are <br />many recreation projects listed on the engineering work summary. <br />Commissioner Wodtke pointed out that these items are not all <br />equal in size and time required and asked Public Works Director <br />Davis if he has any estimate of the engineering time that is <br />spent on Parks & Recreation, i.e., would it amount to 500? <br />Director Davis stated that it comes in spurts, but <br />historically on the engineering staff they have two design <br />people. Michelle Terry, who is usually on roads, has done some <br />park work, and Don Finney, before he became the Right -of -Way <br />Agent, was basically full time on parks and grants. Director <br />Davis did believe 50% would be a good estimate. He knew there is <br />thought of doing major park development in the future, and felt <br />the Board must recognize that they have only two people who can <br />design a project. <br />76 <br />
