Chairman Scurlock asked if we have a proper cost alloEation <br />back for all these services because when we are talking about <br />budgeting for recreation, if we are not aware that we are <br />spending thousands of dollars for in-kind services, we are not <br />really getting a true picture. <br />Administrator Wright noted that actually this spills over <br />into other areas than just parks. Staff is doing engineering <br />work for construction projects, as well as doing a significant <br />amount of planning and development review for site plans and <br />subdivisions. <br />Chairman Scurlock agreed and stated that is why he voted for <br />an increase in Planning & Development's fees. <br />Director Davis confirmed that it now has gotten to the point <br />where his department needs a full time person just to review site <br />plans and subdivision plats. <br />Chairman Scurlock stressed that is why he is interested in <br />tracking all this back. He believed we said new growth should <br />pretty much fund itself, and while he realized we can't put in a <br />ticket booth for everything, we should at least know what we are <br />doing and how much commitment we have to the various activities. <br />Administrator Wright noted that this summary was presented <br />to the Board today just to give them some idea of the workload. <br />A much more detailed program will be prepared by July. <br />Intergovernmental- Director Thomas commented that he <br />understands what the Chairman is saying, and he foresaw that this <br />was coming. Because of that he went to Director Davis and said <br />that he felt it was time Parks & Recreation went outside for <br />their engineering, but Mr. Davis said staff wanted to do it. <br />Director Davis believed he told Director Thomas that staff <br />does want to do the design; they do not want to get tunneled into <br />just one type of engineering work. He felt it is beneficial to <br />have a broad engineering department with experience in many <br />areas.
