JAN <br />BOLI( 63 F: UE .319 <br />Director Thomas informed the Board that it has happened that <br />he has even lost grant money due to problems with getting the <br />engineering done in time, and it seems the county is just growing <br />faster in every area than we can keep up with. <br />Chairman Scurlock continued to emphasize that the cost for <br />the engineering services should be included in the Parks & <br />Recreation budget and to express his concern about engineers <br />being diverted to non-essential tasks and sidetracked to do <br />things that were not planned in the budget. He felt if something <br />is not in the budget, it needs to be a Commission decision. <br />Administrator Wright stated that they do try to keep a <br />handl.e on this, but -we have a very diverse operation. <br />Commissioner Bird stated that he is not against having the <br />amount for engineering included in the Parks & Recreation budget, <br />and he is certainly not ashamed about what we are spending on <br />recreation. <br />Commissioner Bowman believed it is a matter of priority, and <br />she felt with Parks 8 Recreation the first priority is the <br />Kiwanis-Hobart conceptual plan. <br />Commissioner Bird advised that we have such a plan, which <br />was prepared totally free by students from the University of <br />Florida. <br />Commissioner Lyons did not feel the object today is to blame <br />anyone, but that all we are trying to do is be sure we know where <br />our money is being spent and whether this is the way we want to <br />spend it. <br />Director Thomas believed he has $40,000 he can justify in <br />that budget to go ahead and get some engineering, but he did not <br />think the total allocation at budget time is as much the question <br />as who is doing what with what they have. <br />Chairman Scurlock agreed that is a part and also the <br />projects that are getting done that are not approved by the <br />Board. <br />r <br />78 <br />- M <br />
