M M M <br />Administrator Wright believed he must have some flexibility, <br />and the Chairman concurred, but again emphasized these costs must <br />be charged back. He felt we are going lickety-split and getting <br />things done with no priorities being set and the Commission not <br />knowing. He asked if the Commission really knows about the <br />design of the fairgrounds disposal system. It was pointed out <br />that this did come to the Board. <br />Commissioner Bird wished to know if the Chairman is saying <br />he is being too aggressive in getting recreational facilities for <br />the county as he felt that is being questioned. <br />Chairman Scurlock stated that all he is questioning is that <br />things are getting done and nobody knows about it and budgets are <br />expanded because of in-house work. <br />Commissioner Lyons asked how the Chairman would suggest we <br />cure this, and Chairman Scurlock stated by proper cost alloca- <br />tion; if it isn't in the budget, it doesn't get done unless the <br />Board approves it. <br />Administrator Wright emphasized that staff tries to bring <br />almost everything they conceivably think should come to the Board <br />for action, and he did feel he does a good job of keeping the <br />Board informed. <br />Commissioner Wodtke expressed his confidence in Commissioner <br />Bird and the excellent job he is doing with recreation. He felt <br />strongly that it is a benefit to have someone in-house to do our <br />engineering work, and if we are going to continue moving ahead in <br />the recreation field, he would rather take some of that money and <br />get another engineer on staff so we can have someone in-house to <br />work closely with Director Thomas on a day to day basis on these <br />recreation projects. <br />Chairman Scurlock agreed. <br />Administrator Wright stated that actually the purpose of <br />presenting this list today was to lay some budget groundwork. <br />Commissioner Bird continued to discuss recreation projects, <br />noting that he has spent hours this last year trying to find a <br />79 <br />63 VO <br />J 1 �9�6 �oaK ���:�: <br />A <br />
