JAN 15 1996 <br />BOOK <br />63 <br />�n;H .3 1 <br />free piece of property to <br />build a firing range, and we <br />now <br />have a <br />chance to get the use of a piece of property possibly donated by <br />the St. John's District. We also have had the National Rifle <br />Association design a range free, but we will need some engineer- <br />ing to take that design and give us an estimate of the cost for <br />the fill, diking, etc. to put the range out on the Garcia <br />property. When we have that estimate, we will be able to decide <br />how much the Sheriff will spend, and if the county is willing to <br />spend any additional money towards the project, but first we must <br />have that information. He noted that Public Works Director Davis <br />has said that is not a big item and that it can be worked in, but <br />after today's discussion, he was not even sure if he should ask <br />that it be added to the list or whether he should wait until next <br />year at budget time. <br />Administrator Wright felt that is the kind of thing he <br />should be responsible for, if it is a small item. If it involves <br />something big, then he would come to the Board. <br />Chairman Scurlock stressed that the problem he has is that <br />we started with a list of a certain number of projects at the <br />beginning of the year and had staff to cope with it, but when <br />that list gets changed and added to during the year and staff <br />diverted to something else, some of the original items won't get <br />done. <br />Commissioner Bird did not feel the list can be prepared to <br />the nth degree; there must be some flexibility, and he believed <br />that is where the Administrator has to use his discretion to see <br />if these things can be worked in on the overall list. <br />Director Thomas commented that Public Works Director Davis <br />is saying that he is using 500 of the engineering staff time <br />available, and he wished to point out that even with that 50%, he <br />can't get the work done that he needs. He suggested that <br />possibly the Public.Works Department should only allocate him 25% <br />and then he would hire an engineer with the other 25% and get his <br />projects done. <br />80 <br />M M M <br />
