The single-family rate was 7.24 <br />trips for the areas sampled, which is just a little bit less than <br />the 7.35 trips for multiple family. Previously, when there were <br />two classifications, the consultant averaged out the <br />multiple -family use between the mainland and the barrier island <br />instead of using the actual results of the survey, which resulted <br />in the multiple -family always being less than single family. <br />That is the reason for the change in multiple -family fees in <br />Districts 1 and 2. The reason why single family on the barrier <br />island pays a higher fee is because the construction cost per <br />lane mile is higher in those districts. Director Davis noted <br />that the study indicated that the single-family generation rate <br />in our county is much less than the national average. The <br />Institute of Technical Engineers' rate for single family is 10 <br />trips per unit, compared to 7.24 here. <br />The other major change resulted from the desire to show the <br />percentages each district would pay towards bridge improvement, <br />and that has been done on Page 23 under Section D of the <br />ordinance. <br />D. <br />Expenditure of Fair Share <br />Fees in Trust Accounts <br />(1) Proceeds from the trust accounts shall be used <br />exclusively for capital expansion of the County's major road <br />network system in the District from which the monies have come, <br />and in a manner consistent with the Indian River County <br />Comprehensive Plan, except the following percent of proceeds from <br />the nine (9) trust accounts may be used outside the District <br />boundaries for capacity expansion of bridge facilities and their <br />access roads connecting Orchid Island and the mainland: District <br />I-31%; District II -19%; District III -8%; District IV -9%; District <br />V-10%; District VI -4%; District VII -4%; District VIII -10%; <br />District IX -5%,. <br />r <br />4 <br />W s s <br />
