consider increasing the optional gas tax to make improvements <br />that are necessary under the capacities set in our Comprehensive <br />Land Use Plan. <br />Administrator Wright advised that sometime in late spring <br />staff -will bring to the Board a proposal on the optional gax tax. <br />He stressed that our needs are not going to be met by the road <br />impact fees and our existing levels of funding. <br />Nancy Offutt, Legislative Liason for the Vero Beach/Indian <br />River County Board of Realtors, and Legislative Coordinator for <br />the Chamber of Commerce, believed that both organizations <br />recognize the need to provide adequate infrastructure for the <br />anticipated growth and development in the county. They are <br />pleased to hear that the fee schedule will not be amended <br />annually as they believe that would be a detriment to good <br />planning. Both organizations support the concept of the <br />infrastructure committee and hope that it is implemented in such <br />a way that it is contributory towards the annual review of the <br />ordinance Itself. The Chamber of Commerce would like us all to <br />recognize that an impact fee is, indeed, a form of taxation which <br />will be passed on to the consumer and will result in a higher <br />cost of living. Road impact fees might just be the tip of the <br />iceberg because we are looking at impact fees for utilities, <br />education, recreation, etc. <br />Robert Gaskill, Vista Properties, agreed that a 64 local gas <br />tax would be necessary to supplement the road impact fees. He <br />understood the differentiation between 1-3 stories for multiple <br />family had been deleted from the ordinance after the last public <br />hearing on this issue. However, Vista Properties is concerned <br />about the number of trips generated by a multiple -family <br />retirement community. <br />Mr. Brown explained that after the last public hearing, they <br />took out the separate classifications for multiple stories in <br />multiple -family and went back to the exact number of trips <br />generated. <br />9 <br />Boor. 63 mum 19_'7 <br />
