JAN 2 2 1996 sooK 6 <br />1,C 4 <br />Mr. Collins asked how the impact fees would be determined on <br />a new State or County park, and Mr. Brown stressed that it is <br />based on the number of trips generated by the facility and there <br />are certain generation rates that have been identified for a <br />given number of acres of park land. <br />County Attorney Vitunac cautioned that although this <br />ordinance does not allow any exemptions, it may be that federal <br />or state government, school boards, or the Department of <br />Corrections have some statutory exemptions. <br />Paul Domico, 1515 33rd Avenue, asked when he would pay the <br />impact fees if he built an entrance way and gatehouse before <br />constructing the actual development. <br />Chairman Scurlock advised that impact fees will be collected <br />every time he pulls a building permit, and the fees are based on <br />the trips generated by that unit. It may be that a gatehouse <br />does not generate any increased traffic. <br />Chet Hogan, local realtor, asked how the traffic flow for a <br />golf course would be allocated, and Chairman Scurlock repeated <br />that everything is based on the number of trips that are <br />generated by a particular activity. <br />Mr. Hogan was concerned about a young couple who have been <br />paying on a small lot for 5 years, but are not ready to build on <br />it yet. Will they have to save longer to pay for the impact <br />fees? <br />Chairman Scurlock reiterated that they would have to pay the <br />impact fees when they pull their building permit. <br />Jim Reed, representing the Associated Contractors of <br />America, stated that they realize the impact fees are necessary, <br />but they would like to recommend that the Board push for a 64 per <br />gallon gas tax to help pay the percentage that the road impact <br />fees will not cover. <br />Chairman Scurlock explained that Indian River County went <br />with just a 24 -local option gas tax last year when surrounding <br />counties went to 44.
