"SonnyD an <br />FROM: Director <br />General Services <br />SUBJECT: Consultant for Salary Survey <br />and Pay Plan for Indian River <br />County Employees <br />REFERENCES: <br />As requested, the Personnel Department solicited -quotations for the <br />subject project. Four firms sent letters of interest along with <br />proposals and prices. They were: <br />1. Matt Ellis and Associates <br />2. Long Associates <br />3. MGT of America, Inc. <br />4. Cody & Associates <br />$3,500 (Plus printing, <br />postage, phone,& travel) <br />$4,990 <br />$7,530 <br />$8,300 <br />Matt Ellis and Associates has agreed in writing that the added <br />expenses would not exceed $500.00. <br />Staff recommends that the Board authorize the low bidder, Matt Ellis <br />and Associates, to perform the work, and authorize County Staff to <br />proceed with the preparation for the work. <br />Administrator Wright believed we need to upgrade classifica- <br />tions and confirmed staff's recommendation to go with the low <br />bidder. <br />Chairman Scurlock stated that his only concern is that he <br />has not seen the top three proposals, and he would like to. <br />Commissioner Bird expressed concern about the considerable <br />spread between the high and low bidders, especially Cody & <br />Associates who did this work for us before. <br />Director Dean advised that after the proposals were <br />received, Cody & Associates reduced their price to $5,500, which <br />still was not the lowest. It also was felt we might like to <br />change consultants at this time. <br />Commissioner Bird asked if this firm is going to survey <br />other comparable governmental entities and their pay scales and <br />then come back to us with those. <br />68 <br />
