He wanted to find out what has <br />caused the delay and also would like to find out what risk is <br />involved in proceeding while the permitting is in process. He <br />felt that planting is a very important factor. <br />Chairman Scurlock noted that the permitting first was <br />involved only with consumptive use, but now they are talking <br />about water quality, which is something new.
