Virnstein wish to apply to <br />Department of Environmental Regulations for the following list* <br />of projects and would like to have the County act as agent. <br />Both men are qualified, and are former employees of Harbor <br />Branch. The state will put up the 25% match for these Federal <br />Funds. The County will not have to supply any matching funds. <br />In addition they would like to apply to the County for <br />projects 1 and 2 for a total of $20,000. <br />February 5, 1986 <br />Board of County Commissioners <br />1840 25th St. <br />Vero Beach, FL 32960 <br />Dear Commissioners: <br />We attach and present to Indian River County the following proposals <br />for research on the Indian River lagoon, primarily related to critically <br />threatened seagrasses: <br />(1) <br />Pollutant loads to the Indian River lagoon Proposed cost <br />in Indian River County . . . . . . . . . . . . . <br />$ 2,000 <br />(2) <br />How much and where are seagrasses declining <br />in Indian River County.? . . . . . . . . . . . . . . . <br />18,000 <br />(3) <br />Effects of nutrients on seagrass. . . . . . . . . . . <br />41,520 <br />(4) <br />Light requirements for seagrass . . . . . . . . . . . . <br />40,880 <br />(5) <br />Density, seasonality, and species composition <br />of seagrasses in the Indian River lagoon . . . . . . . <br />20,000 <br />(6) <br />Long-term health of seagrass-associated communities <br />in the Indian River.lagoon . . . . . . . . . . .•. <br />20,000+ <br />(7) <br />Analysis of 6 years of existing data on seagrass-associated <br />communities in the Indian River lagoon <br />?12,000 <br />(8) <br />A seasonal habitat survey of invertebrates <br />in the Indian River lagoon . . . . . . . . . . . . <br />?20,000 <br />(9) <br />Nutrient and suspended solid loadings and freshwater <br />inputs from major canals into the Indian River lagoon . <br />?67,000 <br />We suggest that proposals (1) and (2) and perhaps a portion of <br />proposals (3) and (4) be funded by the County. The remainder we would like <br />to submit to the state for funding through the Office of Coastal Management, <br />Florida Department of Environmental Regulation (DER), James W. Stoutamire, <br />Director. These proposals to the state must be submitted (by February 21) <br />• through a local government. We hope that'Indian River County will endorse <br />these proposals and administer the finances of the grants, if funded. <br />Perhaps the Mosquito Control District or the Seagrass Committee could serve <br />this function, acting as an agent of the County.
