Cairns <br />Director Thomas asked that Dr. Virnstein outline exactly <br />what he is asking for. <br />Dr. Virnstein stated that he was not prepared to make a <br />presentation, but he pointed out that two of the projects they <br />are proposing, #1 and #2, are specific to the county while the <br />rest are more generally associated with beds in the entire river. <br />He noted that the first they want to address directly to the <br />county is just what are the sources of pollutants and the fresh <br />water, primarily nutrients, coming into Indian River County, <br />i.e., are sewer treatment plants the main problem - are canals <br />the main problem, etc. - how much of a problem are they and where <br />do you attack the problem. The second proposal is to map the <br />grasses very carefully in certain specific areas. <br />Commissioner Lyons believed they would like the County to <br />approach the state re Projects #3 through #9 and agree to act as <br />the sponsor. <br />Dr. Virnstein agreed and noted the County might want to add <br />some administrative costs for that since those projects, while <br />they would benefit the county, they are for the whole river. <br />22 <br />
