FEB <br />12 <br />1986 <br />Boa 63 <br />r,l, 666 <br />Chairman Scurlock advised <br />that he has been contacted <br />by a <br />number of individuals; he believed there is a great concern on <br />this whole issue and that the whole community wants some sort of <br />fair and reasonable approach to manatee protection, but also some" <br />assurance that our county is treated fairly re marina slips, etc. <br />Planner Challacombe believed the Manatee Resolution implies <br />that. We have recognized that there is very little one county <br />can do by itself, and the intent of the resolution is to <br />emphasize to -the state that they have the ultimate jurisdiction <br />and authority to put together a comprehensive program. <br />Commissioner Lyons advised that he was, in effect, author of <br />this resolution through the Regional Planning Council, and this <br />actually is in response to what was debated re the slips in Grand <br />Harbor and who could lease them. He emphasized that the <br />resolution takes the stand that this is not a local issue and <br />also implies protection of sea grass beds and that this should be <br />a part of boater education. Commissioner Lyons felt that he has <br />been misquoted by a local organization in connection with his <br />stand on this matter and re the marina in Fort Pierce, which he <br />voted for because a lot of the larger boats now kept here in Vero <br />Beach will be kept down there next to the inlet and won't have to <br />make the trip down the river, which will afford greater protec- <br />tion to the manatee. <br />Chairman Scurlock stated one area he would like to see added <br />to the resolution is that we would like to be a part of the <br />development of the rules and regulations and involved in the <br />policy development. <br />Commissioner Lyons suggested that this be added as Item #6. <br />Commissioner Wodtke felt if the Fish and Wildlife Service <br />want to say new marinas should not be allowed, that is fine for <br />them, but he felt we should draft our own resolution. <br />Commissioner Lyons pointed out that is simply an expression <br />of their opinion and a statement of fact. <br />38 <br />
