Commissioner Bird agreed with the basic philosophy of the <br />proposed resolution, but had a problem with Items #1 and #5. He <br />believed manatees exist year round all up and down the river and <br />that this, therefore, would involve the entire waterway. He <br />further felt designating only particular areas of the waterway as <br />greater than idle speed zones is extremely broad and would re- <br />quire much posting. <br />Commissioner Bowman believed that would exclude the <br />Intracoastal Waterway as manatees generally are killed only in <br />shallow waters. <br />Discussion ensued as to whether we have any control over the <br />speed at which boats go through the county in the Intracoastal <br />Waterway, and Attorney Vitunac stated the only control would be <br />through the Coast Guard. <br />Commissioner Wodtke continued to express his problem with <br />the first whereas clauses which he felt suggest a moratorium, and <br />he could not agree with that. <br />Chairman Scurlock believed we have an extremely high <br />concentration of manatees in our county, and, therefore, this <br />could cause a greater impact on our county. <br />Commissioner Bowman stated that the heaviest kills are in <br />Brevard County; the birth rate and death rate in this area are <br />about equal. Actually the manatees are quite close to <br />extinction. <br />Commissioner Bird stated that he had no problems with Items <br />2, 3 and 4, and would have no problem with #1 if it were reworded <br />to "expand slow and idle speed zone areas to include all areas <br />known to be frequent manatee habitat." He felt #5 is just too <br />broad to reword because, to him, it would include the entire <br />river from shoreline to shoreline. <br />Commissioner Lyons pointed out that the Resolution says it <br />recommends the following actions be considered and if warranted <br />be implemented.
