PnUF 608 <br />this just by including Item #6 asking that local governments be <br />included in the consideration of all the rule making process. <br />Board members continued to suggest various alternatives for <br />designating areas of the river, and Commissioner Bowman felt we <br />are going to have to designate certain areas for water skiing as <br />they are one of the biggest offenders. <br />Chairman Scurlock believed we need to do an inventory from <br />County line to County line and designate an area to be used for <br />skiing, etc. - <br />Commissioner Bowman did not see, as a practical matter, how <br />you can place a sign at every shallow water area, but she felt <br />you can sign the deep water areas. <br />Commissioner Wodtke wished to know the difference in the <br />definitions of idle speed and slow speed, and Planner Challacombe <br />stated that idle speed is just enough speed to control the boat <br />for steerage, and he felt slow speed is no wake. He did feel, <br />however, the slow and idle are being used synonomously in the <br />resolution. <br />Commissioner Lyons suggested the following language for Item <br />#5; "Inventory distribution of manatee population and designate <br />only particular areas of the waterway as greater than idle speed <br />zones" and also the adding of Item #6; "Include local governments <br />in consideration of all policies." <br />Commissioner Wodkte asked if we can delete the one whereas <br />clause expressing the opinion of U.S. Fish and Wildlife Service <br />re not alowing construction of new marinas until existing mortal- <br />ity rates are reduced as he felt this amounts to a moratorium. <br />Administrator Wright agreed that if the Board adopted this <br />resolution, he would feel they were sending him a message not to <br />consider any more marinas. <br />Discussion continued at length as to whether the proposed <br />Resolution indicates support of a moratorium on the building of <br />marinas; the effect, if any, of the jeopardy letter produced by <br />40 <br />M M <br />
