the Fish & Wildlife Service on the continued permitting of <br />marinas; the figures on manatee mortality in the county, etc. <br />Chairman Scurlock stated that, as one Commissioner, he would <br />like to see some additional controlled marina activity in our <br />community, but he did not know how you send a message to say find <br />reasonable control to protect the manatee, but still be <br />reasonable for boaters. He was afraid that those at a higher <br />level do not have the answers to this problem either and that <br />they, therefore, will just say build no more marinas until the <br />state can come up with a solution. This would put some local <br />individuals who are halfway through their projects in a very <br />difficult economic position. <br />Commissioner Wodtke pointed out that there is no control on <br />dry storage of boats and launching from those storage areas, and <br />Chairman Scurlock felt small boats very probably cause more of <br />the damage to the sea grass and the manatee than the larger <br />boats. <br />Commissioner Bowman agreed because the small boats go in the <br />shallow waters. She noted, however, that there are figures on <br />dry storage of boats, and it was found that 85% of such boats are <br />used very little. <br />Chairman Scurlock expressed his preference for language that <br />says be very cautious about expanding marinas but not just <br />absolutely stop everything. <br />Commissioner Bowman noted that actually we need enforcement <br />and we do not have the marine patrol necessary to do that <br />enforcement, but Commissioner Bird felt we have made great steps <br />in that direction. <br />In.the ensuing discussion, Commissioner Lyons suggested <br />leaving out the Whereas clauses, i.e., eliminate Page 1. <br />Commissioner Wodtke felt he could go along with this if Page <br />1 were eliminated and the Resolution drafted based on Page 2 with <br />the changes discussed today. <br />41 <br />F 12 IZ986 BOOK 63 F!,;E 6� <br />
