FEB 12 1986 Boa 63 <br />developed over several months with extensive input from local <br />governments. Treasure Coast has asked that any comments on these <br />policies be forwarded to them by February 14, 1986. <br />ALTERNATIVES & ANALYSIS <br />The Planning and Development and Public Works divisions have <br />reviewed these policies throughout their formulation. These <br />policies include maintaining level -of -service C on an average <br />annual basis and level -of -service D during the peak season when <br />reviewing D.R.I.s. In addition, the policies include designating <br />a regional roadway network in each County to ensure that major <br />roads are not overburdened by D.R.I.s. The County staff has <br />reviewed these policies and standards and compared them to the <br />County's existing ordinances and policies. This review has <br />indicated that the proposed Treasure Coast policies and standards <br />are consistent with the County's existing ordinances and policies <br />relative to the review of traffic impacts of new developments. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners concur <br />with the Treasure Coast Regional Planning Council's Proposed <br />D.R.I. Transportation Review Policies and Standards. <br />Commissioner Lyons informed the Board that one of the things <br />that came up in Regional Planning Council in connection with <br />getting contributions from developers is that the big developer <br />is the only guy who gets hooked and the little guy gets by. It <br />was, therefore, felt a fairer way to assess the traffic impacts <br />for D.R.1.1s, would be to say that the fellow who comes in for a <br />D.R.I. is only going to be assessed for what his traffic does to <br />the existing level of service on that road. The matter of <br />getting it up to Level C lies then with the existing legislative <br />body. This is the recommendation of the committee set up by the <br />Regional Planning Council, and it will go before the Council <br />soon. Commissioner Lyons supported this recommendation as he <br />believed in some cases the large developer has been used to bring <br />the road to Level C even though it wasn't at that level when he <br />got there. <br />Commissioner Bird stated that he is relying on staff's <br />belief that this policy is consistent with our Comprehensive Plan <br />policies, and Chief Planner Shearer confirmed that staff does <br />feel comfortable with it. <br />44 <br />M M r <br />
