"Sonny" an Replacement <br />Director, Genera ervices <br />FROM: L AWilliams <br />uperintendent REFERENCES: <br />Buildings and Grounds <br />DESCRIPTION AND CONDITIONS <br />The existing roof on the Indian River County Courthouse was installed <br />during the 1981 Renovation Project. The roof is covered by the <br />manufacturer with a five (5) year repair or replacement bond. <br />Koppers, Inc. is the manufacturer of the roofing material used on <br />both the Courthouse and the Administration Building. <br />Koppers is no longer manufacturing the material used, due to failures <br />in several installations. Koppers is also attempting to "buy out" <br />the remaining months of the warranty bonds, including the one <br />covering the Courthouse. <br />The Courthouse has several areas where the roofing has deteriorated <br />to a point where repairs are no longer practical. This fact is <br />known, and agreed to, by the Manufacturers' field representative and <br />insurance company. Three separate roofing contractors have inspected <br />the roof and all have agreed that replacement is both warranted and <br />required to solve our present roofing problems. <br />Several attempts to remedy the roof leaks by factory appointed <br />contractors have failed to solve the problem. The Building and <br />Grounds staff have attempted emergency repairs, which have not <br />helped. <br />Koppers or their representatives have not attempted any repairs since <br />the determination was made that a new roof was warranted, a period of <br />well over a year, They have made a feeble attempt at securing an <br />estimate and contractor for replacement of the roof. After some <br />time, they notified staff to contact a roofing contractor of our <br />choice and acquire an estimate. The claims supervisor for the <br />Traveler's Insurance Company (Koppers Insuror) verbally agreed to a <br />complete replacement with the Insurance Company "footing" the entire <br />bill. <br />Staff contacted Atlantic Roofing, Vero Beach, for an estimate. <br />Atlantic examinded the roof, agreed that a roof was warranted, but <br />failed to supply us with an estimate. Advanced roofing of Ft. <br />Lauderdale also failed to supply an estimate after a review of the <br />roof. After these two attempts by staff to secure an estimate, Lucas <br />Waterproofing submitted a bid of $33,000. Lucas was awarded the bid <br />for the annex and warehouse roof replacements during fiscal year 84- <br />85. Notification to the Insurance Company brought a reply of <br />authorization of $15,000 towards the cost of replacement. <br />The roof leaks have caused damage to several rooms in the Courthouse <br />including Courtrooms A and C. <br />20 <br />
