As of the first of January 1986, there were 190 County <br />employees in the bargaining unit. One fourth of the <br />employees would receive a fraction less than the Special Mas- <br />ter's recommendation. Fourteen percent would receive two per- <br />cent more and eleven percent would receive less than his recom- <br />mendation. <br />The Special Master recommended "a three percent one time <br />increase be provided in the form of a 'bonus' to all bargaining <br />unit employees who are at the top of their respective scales." <br />The Administration believes a job only has a "certain <br />worth" and an employee's longevity in a position should not <br />determine the cost of the position. However, recognizing the <br />fact all positions should be periodically reviewed to determine <br />its comparative worth, the Administration recommends an outside, <br />independent consultant be retained at County expense to review <br />all non -contractural job descriptions in the County and make <br />recommendations with regard to an adequate pay scale for each <br />position. <br />It is recommended the consultant's report, if accepted <br />by the County Commission, be used to possibly adjust pay scales <br />for "topped out" employees in the 1986-87 fiscal year. ' <br />With regard to the Special Master's final recommendation <br />the contract be effective January 1, 1986, it has always been <br />the Administration's position that a contract can only take <br />effect the day it is signed by both parties.
