Discussion ensued between the Board and staff. <br />The Chairman opened the Public Hearing. <br />Bob Johnson, Coral Wind Subdivision, questioned the funding <br />sources for the major road projects. <br />Joseph Paladin, President of Black Swan Consulting and <br />Atlantic Coast Building, LLC, sought information from staff <br />regarding revenue sources on two of the County's improvement <br />projects; and whether the new County projects would move <br />forward if no other impact fees were received. <br />Bill Rigby, 8465 59th Avenue, wanted to know where the <br />interest earnings had come from, and the details of Florida <br />Department of Transportation (FDOT) widening CR 510 from <br />CR 512 to west of 58th Avenue. <br />Wanda Scott, 4306 26th Avenue, questioned why 43rd Street, in <br />the oldest business district in Gifford, was not on the list of <br />major projects to be funded by optional sales tax. <br />There being no additional speakers, the Chairman closed the <br />Public Hearing. <br />ON MOTION by Commissioner O'Bryan, SECONDED by <br />Commissioner Davis, the Board unanimously adopted <br />Ordinance 2015-017, amending the text of the Comprehensive <br />Plan's Capital Improvements Element by updating the <br />County's 5 Year Capital Improvements Program (CIP) <br />schedule and related data and analysis sections; and providing <br />severability and effective date. <br />The Chairman called for a break at 10:50 a.m., and reconvened <br />the meeting at 11:01 a.m., with all members present. <br />11:01 2.
