Location of Facilities - Ideally the new Vero Beach library <br />wouT0 6e—Tocate06etween downtown and 27th Avenue; the new <br />Sebastian library should be near the intersection of Fellsmere <br />Road and U.S.1; the South County library near the proposed South <br />Vero Square Shopping center; and a West County library should be <br />somewhere on SR60 west of Kings Highway. <br />F.) Operating Budget - It is recommended an annual county levy of <br />650,000 be established in FY 1986-87. <br />G.) Capital Budget - To build the facilities that have been <br />recommended, a capital improvement budget of 8.2 million needs to <br />be established, 6,3 million for facilities and 1 million for <br />purchase of materials. Library books have been established with <br />the state as a capital expenditure. They are also recommending <br />$200,000 to fund automation of the library. Dr. Beach noted that <br />they are recommending the 5 year capital improvement program be <br />funded by a 2-5 year levy as opposed to bonding, as being the <br />most efficient and least costly in terms of interest, or an <br />alternative might be a renewal of the 1� optional sales tax, or <br />possibly an impact fee. <br />Commissioner Wodtke discussed the figures presented in the 5 <br />year plan for buying land, or a total of 11 acres. He believed <br />this land would cost 3-4 million rather than what was estimated. <br />Dr. Beach felt this very possibly was underestimated as they <br />felt some county land might be available. He felt they also may <br />have overestimated the building part as they went with $80 per <br />sq, ft., but Commissioner Wodtke did not feel that was out of <br />line. <br />Chairman Scurlock noted that he did not see anywhere in the <br />report identification of any user fees or revenue generated from <br />the activity, and he is a firm believer in user fees and making <br />such activities self-supporting. <br />Dr. Beach pointed out that state aid and federal aid require <br />a free library system, which means you can't charge for the cards <br />or to get in the door, but there are some things you can charge <br />for, i.e., the copy machine, and as we move forward with more <br />electronic data bases, he expected there will have to be some <br />charges worked out for that.
