FV <br />FEB 2 6.1986. <br />BOOK 63 Fm E 751 <br />Chairman Scurlock complimented the doctor on doing a very <br />professional report, but felt, re the finances involved, it is a <br />shocker of a report. He noted that the Finance Advisory Com- <br />mittee has discussed various funding possibilities, among them a <br />general obligation bond issue, possibly including some other <br />needs in the recreation area, but he emphasized that the county, <br />for the first time in its history, because of the pressure placed <br />upon it to move ahead with various activities, is faced with 1/2 <br />a mill just to service our debt. <br />Commissioner Bird stressed that even though the Board goes <br />through extensive budget sessions yearly, line by line, and <br />nitpicks and deducts here and there to try to keep the millage in <br />line with the previous year, the millage seems to increase over <br />the year just to keep up with the required services, and Chairman <br />Scurlock agreed that is one reason the Finance Advisory Committee <br />suggested extension of the Beach Bond issue as that really would <br />not raise the taxing level, but just extend it, and right now we <br />have some of the most favorable interest rates we have seen. <br />Dr. Beach believed libraries are popular and that library <br />bond issues have had a very good record of passing a referendum, <br />and Chairman Scurlock concurred, especially in view of the fact <br />that our county has an extremely intelligent populace that has <br />demanded something above the normal re aesthetics, cultural <br />facilities, and recreation. <br />Commissioner -Bird inquired what our annual income from the <br />state and federal sources is for libraries, and Librarian Mary <br />Kiser stated that this year it is $23,000 from State Aid and <br />possibly some additional from grants. <br />Dr. Beach advised that the law allows 25% authorization, but <br />realistically you get about 12-13%. However, as your local <br />appropriation grows, that will grow also. <br />Commissioner Lyons emphasized that the library is a free <br />public service to everyone, and Dr. Beach felt most people look <br />at a library as part of the county's infrastructure. <br />38 <br />
