M <br />Commissioner Wodtke commented that we now have an excellent <br />and conclusive report to hang our hat on, even though the figures <br />are shocking. He did agree the community has been responsive, <br />but felt perhaps the public might be happier with a library <br />system that is established as a separate taxing district and not <br />intertwined within the overall operating budget of the county. <br />He asked Commissioner Lyons what we do next. <br />Commissioner Lyons felt the first step would be for the <br />Board to accept the report, acknowledge that this is a draft of <br />what this county normally should have for a library system, and <br />agree to move towards a referendum. The second step would <br />involve the method of financing and location of the facilities. <br />Chairman Scurlock did not have any question that, from a <br />professional standpoint, the outline is what we should be doing; <br />however, whether this is acceptable to the community will only be <br />known when we go to referendum, and he believed you do have to <br />sell it. <br />Commissioner Lyons pointed out that before moving ahead at <br />all, the first step taken was to get Sebastian and Vero Beach to <br />agree to put their properties into this; now, if the Commission <br />can agree the proposed plan looks like the right thing, then it <br />can be presented to the people. <br />Commissioner Bird believed that Commissioner Lyons has <br />oversimplified. The report shows us where we are and where we <br />need to get to. Now, the tough part is how,long does it take to <br />get there, what the cost will be to get there, and what is the <br />best way. <br />Commissioner Lyons noted that the committee has some <br />guidelines already, and he is well aware of budget constraints. <br />Chairman Scurlock stated that he would suggest a motion to <br />adopt and accept the proposed report and recommend the advisory <br />committee get this into a.form to present to the electorate of <br />the county.
