Fr'F-E B 2'6 1986 BOOK E3 PAUE 753 <br />Commissioner Lyons emphasized that right now we are faced <br />with two libraries where people are practically standing on top <br />of each other, and he felt we will have to do something about <br />getting additional temporary space for them in the budget that <br />will be offered this year. Whatever we do re a third library, <br />Commissioner Lyons felt the first two are a must as soon as <br />possible, and he would like the Commission to agree to that as a <br />starting point so we have something concrete to present to the <br />public. <br />Discussion continued re materials, additional staff, and <br />space to house both the additional materials and staff, and <br />Commissioner Lyons agreed it obviously will be necessary to come <br />back with budgets that make sense for us relating to the physical <br />conditions we have to deal with. He noted that with more staff <br />we could have more operating hours and get more out of our <br />libraries. <br />Chairman Scurlock wished to correct the statement made on <br />Page 17 which brings up the possibility of the creation of a <br />dependent taxing district but also notes the current level of <br />taxation in the county is notably short of the 10 mill cap. He <br />pointed out that actually the dependent district is a part of the <br />overall millage cap; it would be within that 10 mill cap; and you <br />can't create an independent district for a library even though <br />you you can for a fire district. <br />Commissioner-Wodtke stated that he was willing to commit to <br />the extent that he feels the people in the community who have <br />been involved with this know best what kind of ultimate system <br />they want, and he also would accept the standards they have used. <br />He agreed we are at a point where we need to take something and <br />go with it, but it is a case of how fast we can afford to catch <br />up. Commissioner Wodtke also brought up the possibility of <br />rolling this in with recreation money, but felt it might be <br />better to have a vote on an issue by issue basis.
