They realize that development <br />will happen around them, but they would like to see something <br />less in densities to assure an appropriate buffer. He urged the <br />Commission to respect the recommendation of the Planning & Zoning - <br />Commission and deny this rezoning request. <br />'Ray Scent, a resident of 71st Court for the last 13 years, <br />emphasized that the zoning is the issue, not the quality of <br />people moving in. The county does need rental units, multiple - <br />family as well as single family residences. Statistically, RS -6 <br />brings in 20 people per acre and RM -6 brings in 16 people. <br />Single-family residential generates more traffic and uses more <br />utilities. Multiple -family residential generates less daily <br />trips than single family. Mr. Scent felt the proposed <br />development is a nice project and would be a good addition to the <br />area. <br />Mary Layman, 1985 71st Avenue, explained that her family <br />moved here 5 years ago to escape southern Florida and were happy <br />to be living on one of the nicest streets in the county. She <br />preferred to have some gradual zoning between their property and <br />the proposed development at 6 units per acre. <br />Mary Bing, 1700 71st Avenue, noted that at one time her <br />grandfather owned most of Winter Park and pointed out the manner <br />in which that area has developed. If that is considered <br />progress, she is deeply concerned. She stated that while they <br />are capable of trusting what the developer has promised to do in <br />this area, they would cling tenaciously to their right to impact <br />this development's site plan. <br />Larry Layman, 1985 71st Avenue, felt that while they realize <br />the surrounding area would develop eventually, they would like to <br />see a more gradual change. He felt that we need to look at this <br />development very closely, and urged the Board to deny the <br />rezoning appeal. <br />Robert Cavanna, 41 Cache Cay Drive, stated that he has no <br />interest, financial or otherwise, in this property, but he is in <br />18 <br />
